We’re Hiring a Chief Digital Services Officer

As the Innovation Capital of the world, San Francisco is a vibrant beautiful city that is one of the world’s foremost cultural, commercial, and financial centers. San Francisco provides a broad range of services to residents and visitors.

San Francisco does a lot of things well, but like most places, we know that San Francisco has its own challenges. We know that we can do a better job of listening to you, our customers. To do this better, we are creating a Digital Services Team to transform how the City provides services to those that work, live, and play in San Francisco.

The Digital Services Team, led by the Chief Digital Services Officer (CDSO), will lead the City & County of San Francisco into the digital age. The CDSO will report to the City Administrator, who oversees the 2,700 staff and $750M budget of the central General Services Administration (25 departments, divisions, and programs) and reports directly to the Mayor.

The Digital Services Team will partner with departments to modernize digital services citywide. Four fundamental principles guide this task: put the needs of residents first, focus on delivery and outcomes over process, promote an agile and data driven culture, and make City services accessible to everyone.

To get started, we are recruiting for the City’s first Chief Digital Services Officer. An ideal candidate will be an exceptional leader with proven ability to not only set a strong vision and direction, but also to provide hands-on technical leadership towards the development, operation, and ongoing improvement of complex digital services.

The Role


As San Francisco’s Chief Digital Services Officer, you will:

  • Provide strong, visionary leadership in line with the goals set out in the City’s Digital Services Strategy
  • Work with key leaders across the City including the City CIO, Chief Innovation Officer, Chief Data Officer and the Mayor’s Office to establish service standards, exchange best practices, develop cross-government strategic direction, and deploy shared services
  • Support the flexible, cost-effective transformation of the City’s technology by working with colleagues across the City
  • Recruit, hire, and train a team that is viewed as the exemplar of highly skilled professionals dedicated to digital transformation
  • Design and reshape City services to be digital by default
  • Build an agile development culture throughout City government that prioritizes continuous improvement, ensuring that City services are regularly analyzed, maintained, and improved
  • Drive innovative approaches to procurement, contracts, and product management with vendors
  • Influence the development of a culture that embraces the spirit of digital throughout the City and its departments

Minimum Qualifications

  1. Possession of a Bachelor’s degree from an accredited college or university in computer science, business administration, public policy, or a closely related field; AND
  2. Five (5) years of demonstrable, practical and progressive leadership experience at a senior level, in public or private sectors, of delivering transformational change to business technologies and processes which deliver service improvements for customers, which must include 3 years’ experience supervising professionals.

Preferred Experience and Skills

  • Proven ability to develop excellent relationships, to manage a wide range of senior stakeholders and technical experts, and to coordinate the delivery of complex programs and policy approaches
  • Proven ability to lead and develop a highly-skilled specialist technical development team, and introduce a dev/ops culture
  • Multiple years of experience building a portfolio of user-centered digital products, including processes to maintain, review, and improve services in the long term
  • Demonstrated track record of applying modern product approaches including agile development, user-centered design, open source development, automated testing and deployment, and working with cloud platforms.
  • Experience developing and implementing technology strategies and approaches, particularly within legacy IT environments
  • Demonstrable modern web development experience
